The Idaho State Board of Cosmetology meeting was called to order at 1:33 p.m., Monday, November 14, 2005 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

Budd Hetrick presented and discussed the 2006 Board, Bureau contract with the Board.
Budd Hetrick presented a complaint, investigative report to the Board. For FY 2006, thirty two (32) complaints have been received. Of those twenty three (23) remain under investigation, and one awaits Board determination. For FY 2005, sixty two (62) complaints were received. Of those, twenty two (22) remain under investigation, and two (2) await Board determination. For FY 2004, seventy three (73) complaints were received. Of those, three (3) remain under investigation. For FY 2003, fifty eight (58) complaints were received. Of those, none remain under investigation. For FY 2002, forty six (46) complaints were received. Of those, one (1) awaits Board determination. There are twenty three (23) currently pending disciplinary matters.
FOR BOARD DETERMINATION
COS-P1B-4-2005-9: Moved by Joni Huff to accept the recommendations of the Bureau and authorize closure. Seconded by Linda Swope, motion carried.
COS-P1B-4-2005-8: Moved by Joni Huff to accept the recommendations of the Bureau and authorize closure. Seconded by Geneal Thompson, motion carried.
COS-B5A-2-2006-24: Moved by Geneal Thompson to accept the recommendations of the Bureau and to authorize closure. Seconded by Linda Swope, motion carried.
Stephanie Guyon, Deputy Attorney General presented a Stipulation and Consent Order in the matter of Oliver Finley Academy of Cosmetology, Case No. COS-2006-1 to the Board for their review and approval.
Moved by Linda Swope to accept the Consent Order for case number COS-2006-1 as written and to authorize the Chair to sign on behalf of the Board. Seconded by Geneal Thompson, motion carried.
Roger Hales discussed with the Board case number COS-2004-22 in the matter of Kathy Saco. After full discussion and clarification of the Board’s previous motion of October 3, 2005, Linda Swope moved to rescind that motion. Seconded by Joni Huff, motion carried.
COS-2004-22: Moved by Joni Huff that the Final Order issued on August 11, 2005 be in full effect and that Ms. Saco’s request for reconsideration be denied. Seconded by Linda Swope, motion carried.
