Meeting called to order at 8:40
a.m. by Chair Eric Negaard. Those
present: Joni Huff, Vice Chair Geneal Thompson, Linda Swope, and Mary Lambert. Bureau Staff present: Bureau Chief Rayola Jacobson, and Secretary Kim
Aksamit. Legal Counsel: Roger Hales.
Other Present: Representative

Motion made by Ms. Swope to accept
the minutes from October 3rd, 2005, seconded by Ms. Huff; motion carried.
Motion made by Ms. Thompson to accept
the minutes from November 14, 2005, seconded by Ms. Lambert; motion carried.
Motion made by Ms. Lambert to accept
the minutes from December 19th, 2005, seconded by Ms. Thompson; motion carried.
Ms. Jacobsen presented the
legislative and financial reports.
Board advised the gallery of the
new NIC CIB’S and that they can be found on the NIC website at nictesting.org.
Motion made by Ms. Swope to change
from the hot iron to the cold iron for the NIC thermal portion of the Cosmetology exam effective March 2006,
seconded by Ms. Lambert; motion carried.
Motion made by Ms. Thompson to go into executive session to consider records that are exempt from disclosure as provided in chapter 3, title 9, Idaho Code, seconded by Ms. Huff, motion carried.
Motion made by Ms. Lambert to come out of executive session, seconded by Ms. Swope; motion carried.
Motion made by Ms. Lambert to
accept the curriculum for Oliver Finley to teach esthetics once they provide
proof to the Bureau that lash and brow tinting has been removed from the
curriculum, seconded by Ms. Thompson; motion carried.
Motion made by Ms. Swope to come out of executive session, seconded by Ms. Huff, motion carried.
Ms. Lambert and Ms. Swope will be
a committee to work with IBOL to rewrite rule 800.04.
Discussion on creating a new 1000
hour haircutting/stylist license was tabled until the June 5, 2006 meeting.
COS-2006-6 and 7 Motion made by
Ms. Thompson to accept the stipulation, seconded by Ms. Huff; motion carried
COS-2006-3 and 4 Motion made by
Ms. Huff to reject the recommendation and change the 10 days suspension to 30
day suspension with fines to stay the
same, seconded by Ms. Swope; motion carried.
Motion made by Ms. Swope to direct
the Bureau to write language for Rule 500.04 to reflect the term patron to read
live human being and no chemicals to be rendered until 5% of licensed
requirement hours have been meet, seconded by Ms. Huff; motion carried.
Motion made by Ms. Huff to
contract with D.L. Roope to administer the Cosmetology exam, seconded by Ms.
Lambert; motion carried.
Motion made by Ms. Huff to go into executive session to consider records that are exempt from disclosure as provided in chapter 3, title 9, Idaho Code, seconded by Ms. Swope, motion carried.

seconded by Ms. Swope; motion carried
Ms. Thompson recommended introducing language to amend the
definition of the word esthetics in the law; council will review and have
discussion at the June meeting.
