The Idaho State Cosmetology Board meeting was called to order at 1:35 p.m., Monday, March 27, 2006 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

Geneal Thompson and Mary Lambert, Board Members, absent, excused.
Emily Mac Master, Deputy Attorney General presented two Stipulation and Consent Orders for case numbers COS-2006-3 & 4 and COS-2006-8 & 9.
COS-2006-3 & 4: Moved by Ms Huff to accept the Stipulation And Consent Order as written in the license matter of Cali Nails, License No. CS-225658 and Cathy C. Hua, Owner, License No. NT-1534. Seconded by Ms Swope, motion carried.
Moved by Ms Swope to authorize Ms Huff to sign the Consent Order on behalf of Chairman Negaard. Seconded by Joan (Joni) Huff, motion carried.
COS-2006-8 & 9: Moved by Ms Swope to accept the Consent Order as written in the license matter Glamour Nails, License No. CS-5843, and Phong Duong, Owner, License No. NT-222721. Seconded by Ms Huff, motion carried.
Moved by Ms Swope to authorize Ms Huff to sign Consent Order on behalf of Chairman Negaard. Seconded by Ms Huff, motion carried.
The Board reviewed a settlement letter from Attorney Eric R. Sloan in the license matters of Boise Nails, Isabelle Santi and Dung Le.
After full review and discussion of the settlement letter the Board made the following motion:
Moved by Ms. Huff that the Board will accept payment arrangements as requested by Respondents Isabelle Santi and Dung Le in the amount of $200 per a month until the $5000 fine has been paid in full. The costs and attorney fees in the Board’s Final Order dated August 11, 2005 will be waived. However, If Ms. Santi or Mr. Le miss one payment, the settlement offer will be denied and further discipline will be imposed and respondents may not contest the matter. Respondents must also agree to the violations as set forth in the Board first original Order noting the suspension and probation period. Seconded by Linda Swope, motion carried.
