Minutes of July 28, 2006

 

 

 

The Idaho Board of Liquefied Petroleum Gas Safety conference call was called to order at 9:00 a.m., Friday, July 28, 2006 at the Bureau of Occupational Licenses, Owyhee Plaza, 1109 Main Street, Suite 220, Boise, Idaho.

 

Board members participating in the call:	Gary Van Hees, Chair
	Kevin Keller
	Shane Walker
Board members absent were:	Jake Lehman
	Mike Warner
Bureau staff:	Rayola Jacobsen, Bureau Chief
	Mary Miles, Technical Records Specialist I

Ms. Jacobsen reported to the Board regarding the additional Boards and responsibilities that have been assigned to the Bureau of Occupational Licenses.

 

Ms. Jacobsen presented the financial report and the FY2007 Contract Renewal Addendum.

 

Motion made by Kevin Keller to accept the FY2007 Contract Renewal Addendum and have the Board Chair sign the contract on behalf of the LPG Board. Seconded by Shane Walker, motion passed.

 

Discussion regarding the letter written by the administrative attorney, Roger Hales clarifying the LPG and HVAC jurisdiction was held.

 

Motion made by Shane Walker to approve the letter as discussed. Seconded by Kevin Keller, motion passed.

 

Discussion was held regarding an incident that occurred at a residence under construction that resulted in an LPG explosion and fire. The report is in the board file and no violation of rule and law was found.

 

Discussion was held regarding the investigative training and the inspection forms to be used.

 

Discussion was held regarding the election of the board chair. The decision was made to wait until all board members are present at a meeting.

 

Motion made by Shane Walker to go into executive session to review applications for licensure. Seconded by Kevin Keller, motion passed.

 

Motion made by Kevin Keller to come out of executive session. Seconded by Shane Walker, motion passed.

 

Gary Van Hees recused himself from all discussion and voting on the V-1 Propane applications.

 

Motion made by Shane Walker to accept and approve 44 dealer applications for licensure, 5 dealer applications are pending, 39 facility applications are approved for licensure, 1 application is denied and 4 facility applications are pending. Seconded by Kevin Keller, motion passed.

 

Motion made by Kevin Keller to adjourn at 10:15. Seconded by Shane Walker, motion passed.
